A notary's primary function is to verify the identity of the person signing. So long as the notary believes that was done, and trusts the person who did it, there's really not a huge issue. I just said "shady" because they're technically breaking the rules.
I won't be able to do that for much longer. Risking losing my notary commission is one thing. Getting disbarred ain't worth it though...
